Open letter to European Parliament

Esteemed representatives of the European Parliament,

We are a group of young Moldavian citizens who work and live mostly in Europe, having honorable jobs and trying through our daily activities to banish the misconceptions which are related to the name of our country. 

We are trying these days to start the Foundation Moldavia for Europe, in order to support our integration in the EU territory, but also in order to sensitize you by this public appeal we take on the fairness of the elections in our country, scheduled for November, but especially on the immorality and corruption of our political class with whom you and your European Commission representatives find themselves in discussions and negotiations.

As you know, The Republic of Moldavia is a young democracy, situated at the beginning of the road. The vast majority of the people with initiative had to leave the country to live a decent life outside it. The Republic of Moldavia is a small state, situated at the confluence of interests of Ukraine, Russia and Romania.

For more than a year more democratic parties have won power in Moldavia at the expense of the so-called Party of Moldavian Communists, led by a former general of the Soviet police, who led the republic for 8 years as president elected by Parliament.

Also for the past year, the democratic parties have started a public awareness campaign directed to the population, regarding our country's legitimate desire to join the European Union, approach that we, the members of the Foundation Moldavia for Europe, support unconditionally. We also believe that our activity in the EU countries where we work and live fairly, represented in fact the effective beginning of our European integration and changing the mentality of our people.

However, our return home in order to build together with our compatriots the European future of The Republic of Moldavia is shadowed by our corrupt political class, political class that, with all due respect, the European leaders legitimizes despite specific information about its immorality.

How many of you know, esteemed representatives of the European Parliament the fact that the current Prime Minister of the Republic, is under investigation by prosecutors in Romania for smuggling cigarettes at large scale (an activity becoming more intense at the border between Romania and The Republic of Moldavia since 2009) and in other criminal cases for corruption during the tenure of chief of the Moldavia's Privatization
Department?

Does not really matter for the EU who is about to become the megaphone for the European current coming from The Republic of Moldavia?

Will EU negotiate the integration of our country with a figure for whom the European ideals are only a means to succeed in politics and have access to power?

The case of the current prime minister of The Republic of Moldavia, Vladimir Filat, on which we will definitively give you some details, is not unique, almost all the Moldavian political class is dependent on the black money coming from different criminal groups or puppets in the hands of foreign interests, mainly in the ones of Moscow.

Vladimir Filat and smuggling cigarettes

The report of the Moldavian Court of Accounts in 1998 established Filat's direct involvement in the cigarettes smuggling business, in the period in which he was secretary of state, former director of the Privatization and State Property Administration Department, but who was also general manager of the company “RoMold Trading” with the offices in Iasi, and in this latter quality he was business partner with Mircea Ciubara,
Director of CTC-Tobacco.

Moreover, Vladimir Filat is also the main character in some criminal records investigated in Romania for cigarette smuggling and tax evasion. Vladimir Filat was monitored by the Romanian Intelligence Service, according to mandate 00492/1998 of the Romania Prosecuting Office of the Supreme Court of Justice, establishing his connections with authorities and businessmen in the sphere of organized crime, in the famous scandal "Cigarette-Moldavia", fact that represented the basis for a file sued by Iasi Prosecuting
Office, and then sent to Romania’s General Prosecutor.

After his appointment as Director of the Privatization and State Property Administration Department, Vladimir Filat, contrary to the law in force, he continued his business, bringing a serious prejudice to the joint stock company "Tobacco", which was having a majority state capital. We have to mention the fact that the "Tobacco" stock company had, in 1998, debts to state budget, at the tax chapter, of almost 70 millions of
Moldavians lei.

“Tobacco” SC (stock company) in Chisinau and “RoMold Trading” in Iasi concluded, on October 8 1997, an Exclusive distribution contract no. 56.

Under the agreement, "RoMold Trading" received the right to be the exclusive distributor in Romania of all tobacco products manufactured by the Tobacco factory in Chisinau. Under terms of the contract, "RoMold Trading" was to advance the price of each transport. Those contractual provisions were never followed, at the end of 1998 "RoMold Trading" being indebted to the Tobacco factory with 657,017 lei (or 107,867.5 American dollars).

These facts are also sustained by the monitoring conducted at “Tobacco-CTC” by the Financial Control and Revision Department of the Ministry of Finance at the request of the Parliamentary Investigation Commission. The maximum value of debt coming from the company “RoMold Trading” to “Tobacco” Stock company (1,576,501 lei) was recorded precisely during the campaign for parliamentary elections in March
1998.

During the performance of this contract, on September 12, 1998, the Iasi police department conducted a flagrant and captured four trucks with 1 852 400 smuggled packages of cigarettes "MT" worth 7.5 billions Romanian lei. Of the indictment drew up the by the prosecutors from Iasi results that Vladimir Filat was associated with several Romanian citizens for committing several felonies.

The indictment also notes that "from the records performed by SRI also results in addition to other evidence provided in the case that illegal importation has been extensively developed by the defendants, accused and Filat Vladimir" and that "the fact of the suspect Stan Ionel, the defendants Burlacu Gheorghe, Burlacu Cristian and the called Vladimir Filat, to join in order to the commission of felonies, draws up the basic
elements of the felony stipulated in the Article 323 of the Criminal Code.

“The facts described in the indictment are also proved by the telephone records between Filat and his partner Stan, performed by SRI and made available as evidence in the file. The two are caught in a discussion about entering in Romania the illegal transport of cigarettes, which they were aware that it is a violation of several provisions in force. Stan reported to Filat that he arranged the false and that nobody would disturb his business.

The Romanian citizens surveyed in this file were prosecuted for committing several felonies, and regarding the Moldavian citizen Vladimir Filat was ordered the disjunction of the cause to another case, so as not to delay its examination. In the indictment it is also stated that, after the outbreak of the investigation, it was tried to influence high government officials in order for the company “RoMold Trading” to repossess the
cigarettes which were the subject of the illegal importation.

According to the indictment, Filat was to be prosecuted, after setting all the criminal activities. Filat set a serious criminal and influence network at various levels of decisionmaking in the Romanian state in order to bring contraband "MT" cigarettes.

Thus, Filat Vladimir, Moldavian citizen, is associated at the commercial society “Romold
Trading” Iasi ...

In accordance with the international contract for exclusive distribution no.
56/08.10.1997, SC “Romold Trading” Iasi became distributor of “Tobacco” Stock
Company Chisinau, The Republic of Moldavia …SC “Romold Trading” Iasi, by its representatives ... has decided to commit aseries of felonies in order to bring into the country the markings and the related cigarettes. Thus, Stan Ionel under the prior arrangements with Vladimir Filat, coordinated the entire activity…Regarding his relationship of Burlacu Cristian, Stan Ionel and Vladimir Filat with the responsible factors of the Ministry of Commerce, is relevant the discussion carried on 7/9/1998 by Stan Ionel with Filat Vladimir (discussion registered by the Romanian Intelligence Service on the basis of the warrant issued by Prosecuting Office of The Supreme Court of Justice).

Thus, Stan Ionel, talking about entering the country an illegal transport of cigarettes, told Vladimir Filat that he obtained an extension from the Ministry of Commerce and that, by the end of the year, "we will not be bothered by anyone" ... Both prior to import, and after the outbreak of the investigation, it was tried to influence high government officials for the Commercial society “Romold Trading” to repossess the cigarettes which make the subject of the illegal importation... The deed of Stan Ionel, Burlacu Gheorghe, Burlacu Cristian and Filat Vladimir to join in the commission of felonies, meet the basic elements of the felony stipulated by Article 323 of the Criminal Code...

Esteemed representatives of the European Parliament,

We hope that our approach will be perceived positively, especially as we were saying, because our country faces an important test of democracy - the elections in November 2010. The Foundation Moldavia for Europe will continue to inform you regarding the real situation in The Republic of Moldavia by the means of such public appeals, but also by revealing the slippages of the political class.
